  20.1.72 über = above, across, over (with Dative or Accusative)

Examples
  Note! The preposition über means that an object is above another one, without physical contact.
Die Lampe hängt über dem Tische.
= The lamp hangs over / above the table.
  local (über with Accusative)  
  Note! If über is used with a verb of movement (to fly, to travel, to walk) the über requires the Accusative . The English translation would be over.  
  Der Vogel fliegt über das Dach.
= The bird flies over the roof.
but
Die Lampe hängt über dem Dach.
= The lamp hangs above the roof.

Er läuft über die Brücke.
= He walks over (across) the bridge.
but
Er steht an der Klippe über dem Meer.
= He stands on the rocks above the sea.

Über dem See fliegt ein Flugzeug.
= A plane flew over the lake.
Die Sonne steht über dem See.
= The sun is above the lake.
  metaphorially  
  Sie haben über die Angelegenheit gesprochen.
= They talked about this issue.
Sie war betrübt über den Verlust ihres Ringes.
= She was saddened by the loss of her ring.
